Whitelabel CSS means the Comparison Shopping Service your clients advertise through carries your name, your domain and your identity, while somebody else runs the certification, the infrastructure and the compliance behind it.

Every European Shopping ad carries a small attribution under the product: "By" and the name of the Comparison Shopping Service that placed it. Without whitelabel, your clients’ ads say "By Cobiro" or "By Producthero". With whitelabel, they say your agency’s name.
That is the only difference in the ad itself, and every other difference follows from it: the branding, the client relationship, the traffic to the comparison site, and whether a client can go direct.

What you get is an operational CSS with your name, your domain and your visual identity, without becoming a company that maintains a price comparison site.
The comparison shopping website is not optional and not cosmetic. Google will not certify a CSS without a functioning one carrying real listings from real merchants. It is the most common reason a whitelabel launch stalls.
