What a Comparison Shopping Service is

A Comparison Shopping Service places Shopping ads on Google on a merchant’s behalf. It exists because of an antitrust ruling, it is the reason European merchants can advertise more cheaply than the default, and almost nothing about it is visible from inside a Google Ads account.

Where the programme came from

In 2017 the European Commission fined Google 2.42 billion euro for giving its own comparison shopping service preferential placement over competing ones. The remedy was not to remove Google Shopping. It was to require Google to give rival comparison shopping services access to the same Shopping placements on the same terms as its own.

That is what a CSS is: a Google-certified partner that submits product data and bids on Shopping placements for the merchants it works with. Google’s own service, Google Shopping Europe, is one of them, and it is the one every merchant is placed in by default. More than a hundred certified partners now operate alongside it. They include legacy price comparison sites such as Kelkoo, PriceRunner and Idealo, and platforms built for the programme such as Cobiro.

The ruling is the whole reason the advantage exists and is durable. CSS partners compete on equal terms with Google Shopping Europe because a regulator requires it, not because Google is running a promotion.

What changes for a merchant

Less than most people expect. The association is made at the Merchant Center level, not inside your campaigns. Your Google Ads account, your campaign structure, your bidding strategies, your budgets, your negative keywords, your conversion history and your product feed are all untouched. Most merchants complete the switch in under five minutes, and it is reversible at any time.

Two things do change. Your cost per click in Shopping auctions falls, which is the subject of the next article. And the small attribution line under your Shopping ads changes from the default to the name of your CSS: "By Cobiro", or your own brand if you run a whitelabel CSS.

What a CSS does not do

  • It does not manage your campaigns. Cobiro is a self-service platform: you or your agency keep running the ads.
  • It does not touch your feed. CSS operates at the Merchant Center level, so your feed source, format, attributes and update frequency stay as they are.
  • It does not reset Smart Bidding. Campaign history, conversion data and learned patterns persist, and the algorithm adjusts to the improved efficiency on its own.
  • It does not lock you in. You can switch back to Google Shopping Europe from Merchant Center settings whenever you like.

One product, one CSS at a time

Several CSS partners can place ads for the same merchant, which is how you would run a controlled comparison between two of them. The constraint is at the product level: any individual product can only be submitted by one CSS at a time. In practice that means splitting the catalogue rather than duplicating it.
