Standard Shopping campaigns remain the most transparent and controllable way to advertise products on Google. Unlike Performance Max, they give you full visibility into search terms, product-level performance, and bid adjustments. This guide covers everything from basic campaign structure to advanced query sculpting, and explains exactly how CSS interacts with Shopping campaigns.
Campaign Structure: The Three Levels
Every Shopping campaign in Google Ads follows a three-level hierarchy: campaign, ad group, and product group. Understanding this hierarchy is essential for building campaigns that give you the right balance of control and efficiency.
Campaign Level
The campaign is the top-level container. At this level, you set the daily budget, geographic targeting, bid strategy, campaign priority, and network settings. Each Shopping campaign is linked to a specific Merchant Center account and targets a specific country of sale. You can also apply inventory filters at the campaign level to limit which products are included.
Budget allocation happens at the campaign level. If you have a 100-euro daily budget, Google will distribute that budget across all eligible product groups within the campaign based on their expected performance and your bid strategy. This is why campaign segmentation matters: separate campaigns give you separate budgets and separate performance levers.
Ad Group Level
Ad groups sit inside campaigns and contain your product group subdivisions. In standard Shopping, most advertisers use a single ad group per campaign, though multiple ad groups are supported. The ad group level is where you set default bids (for manual bidding) and define how products are organized into product groups.
There is no keyword targeting in Shopping campaigns. Instead, Google matches search queries to your product data automatically. The ad group simply holds the product group tree and the associated bids.
Product Group Level
Product groups are the most granular level of control in a Shopping campaign. This is where you subdivide your product catalog and set individual bids (or exclusions) for specific segments. Product groups can be subdivided by several attributes, and you can nest subdivisions multiple levels deep to create a highly granular bidding structure.
Shopping campaigns do not use keywords. Google determines which queries trigger your product ads based on product data in your feed - primarily titles, descriptions, and category attributes. This is why feed optimization is so critical for Shopping performance.
Product Group Subdivisions
Product group subdivisions let you break your catalog into segments and apply different bids to each. The available subdivision attributes include:
Brand
Subdivide by the brand attribute in your feed. This is useful when you sell multiple brands with different margins or competitive dynamics. High-margin brands can receive higher bids, while lower-margin brands get conservative bids. Brand is also useful for separating your own branded products from third-party products you resell.
Category (Google Product Category)
Google assigns a product category to each item based on its attributes. You can subdivide by these categories to create category-specific bidding. For example, a home goods retailer might bid more aggressively on kitchen appliances (high AOV) than on kitchen accessories (low AOV). Categories follow Google's product taxonomy, which has multiple levels of depth.
Product Type
Product type is a custom attribute you define in your feed, separate from Google's product category. It follows your own internal categorization. Many advertisers use product type for subdivisions because it aligns with their internal reporting and merchandising structure. You can create up to five levels of product type hierarchy (for example, Clothing > Men's > Outerwear > Jackets > Waterproof Jackets).
Custom Label
Custom labels are the most flexible subdivision option. You have five custom label fields (custom_label_0 through custom_label_4) that you can populate with any values. Item ID
The most granular option: subdivide down to individual products. This gives you per-product bid control, which is essential for high-value SKUs or products with unique competitive dynamics. However, managing bids at the item ID level is impractical for large catalogs unless automated through bid management tools or Smart Bidding.
Channel and Channel Exclusivity
If you sell through both online and local channels, you can subdivide by channel (Online vs Local) and channel exclusivity (Single-channel vs Multi-channel). This is relevant for merchants with physical stores using Local Inventory Ads.
Condition
Subdivide by product condition: New, Refurbished, or Used. This is relevant for merchants selling a mix of new and pre-owned products, where bidding strategies and margins differ significantly.
Campaign Priority Settings
Google Shopping campaigns have three priority levels: High, Medium, and Low. Priority determines which campaign gets the first opportunity to serve an ad when multiple campaigns contain the same product. This feature is the foundation of multi-campaign strategies and query sculpting.
How Priority Works
When a search query matches a product that exists in multiple campaigns, Google first looks at priority. The highest-priority campaign gets the first opportunity to bid. If that campaign's bid is sufficient to enter the auction, it participates. If the campaign has exhausted its budget or the product group has a zero bid (excluded), the system falls through to the next priority level.
Priority does not affect Ad Rank directly. A high-priority campaign does not get a ranking boost. Priority simply determines which campaign's bid is used when the same product exists in multiple campaigns.
Default Behavior
If you have a single Shopping campaign, priority does not matter. It only becomes relevant when you run multiple campaigns containing overlapping products. The default priority for new campaigns is Low.
If you are using Smart Bidding (Target ROAS or Maximize Conversions), multi-campaign priority strategies become less necessary. Smart Bidding evaluates each auction independently and adjusts bids in real time. The algorithm handles query-level optimization automatically, reducing the need for manual query sculpting. Single vs Multi-Campaign Strategies
Single Campaign Approach
The simplest structure: one Shopping campaign containing all your products. You rely on product group subdivisions and bid strategy to control performance. This approach works well with Smart Bidding, which optimizes at the query level regardless of campaign structure. It is the recommended starting point for merchants new to Shopping campaigns or those with fewer than 1,000 SKUs.
Advantages include simplicity, easier budget management, and faster data accumulation for Smart Bidding. The main disadvantage is less granular budget control across product segments.
Multi-Campaign Approach
Split your catalog across multiple campaigns based on strategic criteria. Common splits include:
- By brand: Separate campaigns for your own brand vs. third-party brands
- By margin: High-margin products in one campaign with a generous budget, low-margin in another with tighter constraints
- By performance: Best-sellers in a dedicated campaign to ensure they always have sufficient budget
- By category: Different product categories with different ROAS targets in separate campaigns
The multi-campaign approach gives you independent budgets and bid strategies per segment. The trade-off is increased management complexity and potentially slower data accumulation per campaign. The Priority Tiered Strategy

Campaign-Level Negatives
Applied at the campaign level, these negatives affect all product groups within the campaign. Common campaign-level negatives include competitor brand names (if you do not want to appear for competitor searches), irrelevant product categories, and terms associated with low intent (such as "free", "DIY", or "how to").
Ad Group-Level Negatives
Applied at the ad group level, giving you finer control within a campaign. These are particularly useful in multi-ad-group setups where different ad groups target different product segments.
Shared Negative Lists
Google Ads allows you to create shared negative keyword lists that apply across multiple campaigns. This is essential for maintaining consistency in a multi-campaign Shopping structure. Update the shared list once, and the changes propagate to all linked campaigns automatically.
Search Term Analysis
Regularly review the Search Terms report in Google Ads to identify queries triggering your Shopping ads. Look for irrelevant terms consuming budget, high-cost terms with no conversions, and new query patterns you can capitalize on. Add irrelevant terms as negatives and note high-converting terms as themes to optimize your feed around. Note that Google has increasingly limited search term visibility in recent years, showing only terms that meet certain volume thresholds.
Be careful with broad negatives in Shopping campaigns. Adding a negative like "cheap" might seem logical, but it could block high-volume commercial queries like "cheap flights to London" if you sell travel accessories. Always check the potential impact by reviewing the Search Terms report for existing matches before adding negatives.
How CSS Affects Shopping Campaigns
Here is the key point that many advertisers misunderstand: CSS does not change anything about your Shopping campaign structure, settings, or management.
